Hiroyuki Horiuchi, who worked as a main animator in previous seasons, is handling the anime’s ride designs. Yukiko Ban returns as character designer after working on it for the third and fourth seasons and Kurasumi Sunayama is credited as the screenwriter. Yoshio Mizumura and Hiyori Denforword Akishino are also handling the mechanic designs for the newest season. TMS Entertainment is in charge of the animation production.

The anime series is based on the long-running manga series by Wataru Watanabe, which first began on February 21, 2008 and has 75 tankoubon volumes as of August 2022. The manga is serialized in Akita Shoten’s Weekly Shounen Champion under the Shounen Champion Comics label. Watanabe also launched a spin-off series titled Yowamushi Pedal: Spare Bike on August 16, 2012. The manga has also inspired an anime film, live-action drama series, a video game, and a live-action film adaptation.

Yen Press releases the manga series in English as two-in-one omnibus volumes and describes the story as:
Power-pedaling Sakamichi Onoda has long been conquering the steepest slopes and regularly making the ninety-kilometer round-trip to Akihabara on a mommy bike!! But when his bike commute to his new high school lands him in a confrontation with the serious first-year road racer Imaizumi, Onoda has a major showdown on his hands! Can this meek geek really out-pedal the future ace of the school road-racing team?!
